Policy and Legal Research

The work presented below includes graduate-level research papers and applied policy analyses completed during my Master of Public Administration program, as well as professional regulatory research experience.
 

My work and academic research focus on analyzing laws, regulations, and public policy issues that impact communities and government programs. Through my academic training and professional experience, I have developed strong skills in legal interpretation, regulatory analysis, and policy research.

As part of my Master of Public Administration graduate studies, I conducted research examining social policy issues and nonprofit strategies addressing homelessness among LGBTQ+ youth in the United States. This work evaluated systemic barriers, public policy challenges, and the role of nonprofit organizations in supporting vulnerable populations and advancing policy reform.

In my professional role with the United States Department of Agriculture's National Organic Program, I conducted regulatory research and compliance verification for federal organic certification standards. My responsibilities included reviewing thousands of organic operations to ensure compliance with federal regulations and documenting findings to support enforcement actions and regulatory oversight.

Through these combined experiences, I have developed the ability to conduct thorough legal research, interpret complex regulations, analyze public policy issues, and produce clear, structured documentation to support government decision making and program effectiveness.

Policy Brief: Addressing Workforce Inequality for the Deaf Community
Master of Public Administration Research Paper

 

This policy brief analyzes workforce disparities affecting Deaf individuals and examines federal policies, including the Americans with Disabilities Act (ADA), the Rehabilitation Act of 1973, and the Workforce Innovation and Opportunity Act (WIOA). The research evaluates barriers to employment, such as communication accessibility, interpreter shortages, and workplace accommodation challenges. The brief provides policy recommendations to strengthen the enforcement of accessibility laws, expand vocational employment initiatives, and improve workplace inclusion for Deaf professionals.

Communication, Populism, and Crisis Management During COVID-19
Master of Public Administration Research Paper

 

This research paper examines how political communication strategies during the COVID-19 pandemic influenced public trust, crisis management, and public administration practices in the United States. The analysis evaluates how populist messaging affected government decision-making, public perception, and crisis response efforts during a national public health emergency. The research applies communication theories, such as agenda-setting and crisis communication, to examine how political leadership and messaging can shape policy outcomes and public behavior during crises. 

The study highlights the importance of ethical communication, transparency, and evidence-based leadership in public administration, particularly when governments must respond quickly to complex emergencies affecting public safety and health.

Inflation in the United States Since COVID-19

Master of Public Administration Research Paper

This research paper analyzes the causes and long-term economic impacts of inflation in the United States following the COVID-19 pandemic. The study examines how supply chain disruptions, labor shortages, shifts in consumer behavior, and federal stimulus programs contributed to rising inflation rates nationwide. 

The paper evaluates government programs such as the CARES Act and the Paycheck Protection Program (PPP) and analyzes how fiscal policy responses affected economic stability, public spending, and long-term national debt. The research highlights the complex relationship between public policy, economic recovery, and inflation management in the post-pandemic economy.

Policy Brief: Addressing Workforce Inequality for the Deaf Community

​LGBTQ+ youth homelessness is a critical and often overlooked social issue in the United States. Studies consistently show that LGBTQ+ youth are disproportionately represented among the homeless population due to family rejection, discrimination, and systemic barriers. This issue highlights significant gaps in public policy, social services, and community support systems.

When Accommodation Fails: Systemic Barriers to Effective Communication for Deaf Applicants in Public Employment

This work examines how pubic systems fail Deaf applicants by prioritizing convenience over effective communication. Through real case evidence, it highlights how inadequate accommodations, especially unreliable remote interpreting, create systemic barriers to equal employment. True accessibility is not about offering services, but ensuring they actually work. 

Policy Memorandum: Organizational Leadership Reform in Child Protective Services

Master of Public Administration Paper

 

This policy memorandum examines leadership failures in Child Protective Services and how weak oversight, inconsistent decision-making, racial disparities, and the exclusion of fathers can harm children and families. The project presents research-based analysis and policy recommendations focused on accountability, transparency, ethical leadership, and professional standards in public administration.
